The construction process of the Hambantota Port development project encompasses three stages, lasting 10 years, with a total investment worth 1.3 billion US dollars, and about 96% is financed by the Export-import Bank of China. Hambantota Port development project is a comprehensive engineering project with the longest accumulated duration and the highest accumulated contract amount in Sri Lanka; while the phase II of the project is the item engineering project with the highest contract amount in Sri Lanka.

The contract amount for phase I project of Hambantota Port is 361 million US dollars, and the construction commenced on January 15, 2008, and completed on December 31, 2011. The contract amount for phase I, ancillary works is 147 million US dollars, and the construction commenced on April 24, 2013, and completed on November 10, 2014. The contract amount for phase II project is 808 million US dollars, and the construction commenced on November 15, 2012, and completed on May 15, 2018.

The main construction work comprises 4 nos. general purpose berth with the capacity of 100,000 tons, 2 nos. container terminals with the capacity of 100,000 tons, 2 nos. branch berths with the capacity of 10,000 tons, 2 no. Oil Berth of 100,000 tons, 1 nos. workboat terminal, 1 nos. utility terminal, port basin excavation, and channel dredging of 17m water depth, 2 nos. of waters-Break (east water-breakr: 311m length; west water-break: 988m length), 40 hectares of artificial islands, port roads and storage yards, ancillary buildings, port equipment, and operation ships.

Characteristics and Significance of the Project:

Sri Lanka, located at the extreme-southern end of the South Asian subcontinent, known as the "Oriental crossroads" since ancient times. It is an important international trade and oil transport channel node between Europe and Asia as well as the hub in the Indian Ocean. Furthermore, Hambantota Port located at the extreme-southern end of Sri Lanka, is the only burg, or meeting place for maritime routes from the Middle East, Europe, and Africa to those in East Asian continent. The Hambantota Port has an important geographical position and is only 10 nautical miles away from the China Middle East, and China Africa international shipping route

Located at a significant node of the maritime Silk Road, and in response to the national "Belt and Road Initiative", the Hambantota port development project in Sri Lanka has received preferential loans from the Export-Import Bank of China; thus making it a model of friendly cooperation between the Chinese and Sri Lankan governments, with great strategic and political significance. As a "friendship bridge" links China and Sri Lanka for generations, promoting the continuous improvement of the recognition and reputation of the Chinese government and enterprises in the hearts of the people of Sri Lanka. It will also deeply engrave the brand of CHEC in the hearts of the people of Sri Lanka.

The project is innovated, by actively adopting and promoting new technologies, as well as achieving remarkable scientific and technological progress. ; It has reached the leading level at the same period in terms of comprehensive indicators of energy conservation and environmental protection with significant economic, ecological, and social benefits.

The completion of the project has greatly enhanced the international competitiveness of Sri Lanka's ports and helped Sri Lanka develop into a shipping and trade center, connecting the East and the West. Hambantota Port may even challenge the status of Singapore port as an Asian shipping center and having a great impact on promoting social development and improving comprehensive national strength.
